how am I able to publish a 1.2GB report into my Power Bi service with PRO licencing when the maximum limit is 1GB
am I missing something?

It is really confusing how much size of file I can publish into service
Note:
I can see the file size as 1.2GB in my file manager on PC
The 1gb limit for pro refers to the in memory model size not the pbix file size. If you connect to your pbix file with dax studio you can get lots of metrics on model size which I suspect is below the 1gb limit.
In dax studio,
I went to Advanced ---> View Metrics ---> Summary
total size is showing 1.73 GB
this is the model size right?
if I'm wrong please guide me to how to find the model size

There's a lot of detail on measuring dataset size at the start which is worth looking at.
My fear is that while your dataset is working it may stop at some point without warning. I would work on that basis and look to reduce data sizes anyway (happy to help if you'd like)
