File A is a running log signin's (Date, Time, names, building), File B is a event log (Building, date, name of event). Why can't I get these 2 files to work together? Why isn't the date a kay that I can join on 1 to many?

Do you want to merge (Join) two tables which have been loaded into Power BI desktop from FileA and FileB? Based on my test, if there existing a one to many relationship between these two tables based on date column, it is available to merge them in Query Editor mode.
If you still have any concern, please post sample data stored in above two tables, and tell us what is your desired result.
