This can happen when Power BI is unable to recognize or geocode some of the district names properly especially for smaller administrative regions like those in Hong Kong.
Here are a few suggestions to help resolve this:
- Verify that district names are spelled exactly as Bing Maps expects. Consider appending Hong Kong to each district name to help disambiguate the location (e.g., “Sha Tin, Hong Kong”).

- Check if the utilization percentage column has blank or missing values for the districts that are not showing. Power BI may skip these if the values are null or zero.
