Here are the steps you can follow：

1. Create calculated table.

Date = GENERATESERIES (TIME (0, 0, 0), TIME (23, 59, 59), TIME (0, 15, 0))

2. Create measure.

var _maxtime=MAXX(ALLSELECTED('Date'),[Value])

    HOUR(MAX('Table'[Date])),MINUTE(MAX('Table'[Date])),SECOND(MAX('Table'[Date])))

3. Place [Flag]in Filters, set is=1, apply filter.
