Is it possible Sort the rows by the bars, not necessarily by the Phase name?
Yes you can Sort the rows by bars,
1. First select the bar chart
2. click more options (...)
3. select sort axis and select the field.
4. then select the order.
What if the bar is a custom visual
Then once use another custom visual in which sorting option is there.
