It seems like Jira connector has been removed from desktop, I also check on the last version of power bi desktop but not found it.

Maybe you can try to use a web connector with Jira rest API to get data.

For Jira REST API usage issues, you can contact to Jira support to get further support. In addition, have you tried to use pbit file with your Jira URL to create a Jira report?
