unable to move/reorder filter cards in filter panel

I can no longer move a filter field up or down in the filter panel. if I add a new filter (regardless of where - on this page, on this visual, on all pages) it adds to bottom of the list and then I can't move it elsewhere, up or down. When I click and drag, it acts like it's going to move for me, and then ignores me and stays where it is. Even if I right-click and select MOVE, nothing happens. I like to keep similar filters together and want them all the same on multiple visuals, and I don't want my filters sorted A>Z, Z>A which seem to now be the only option that works. This seems to be a new issue, maybe in the past 2 weeks or so. Is anyone else experiencing the same or is there a known issue I can't find? note: I am not trying to sort any data or values in the actual filter - every time I try to search for a solution to this or reason why, the only results are related to setting up or sorting the filter data

thanks - searching wasn't helping me since it kept thinking I wanted to search the actual filter data
