You can't control this (currently) when cross filtering between visuals. Slicers will hold their selection, but other visuals will not. So it you add a slicer for city, it will work. But of course the experience is not as engaging.

Toggle is a really neat feature however I think the functionality of not being able to carry over the slicer selection is really limiting it.
