toggle slicer clears all filter
You can't control this (currently) when cross filtering between visuals. Slicers will hold their selection, but other visuals will not. So it you add a slicer for city, it will work. But of course the experience is not as engaging.

thanks Matt I did observe the same, as long as I put slicer it works. Thanks for your confirmation. I do have smart filter, it works only when I manually select value from filter but in observation mode.
so there is no other workaround for this?
Not at this time. But you could search Ideas.powerbi.com and search for a suggested improvement (or create a new one).
