Is there a way within conditional column to set "todays" date so it's dynamic, so today it would show 1/29, ttomorrow 1/30, etc. Otherwise is there a way to do this same within power Query?

You need to add a date so that is filter and then edit the syntax on the formula bar:
= Table.AddColumn(#"Changed Type", "Custom", each if [Date] <= Date.From (DateTime.FixedLocalNow()) then "Active" else if [Date] >= Date.From (DateTime.FixedLocalNow()) then "Future" else null)
