to find # of employees AS OF [Quarter] & [Year] from a calculated measure

Employee:  Employee ID, Start Date, End Date, Gender, Management Level, Gender Diverse Executives (Calculated Measure)

Date: Date, Day, Month, Quarter, Year, etc.

Inactive Relationships:

Start Date <---> 'Date'[Date]

End Date <---> 'Date'[Date]

Looking for a way to calculate X number of Active, Gender Diverse Executives on ANY given Quarter-Year.

Since there is no static date (like effective date, date of promotion), I'm struggling to filter out this specified group in a given date range.
