Alternatively you can look at building a table/matrix representation of the timeline with fields for Year, one for an image that contains that circle and another field for the event description.

For the image bit, insert a column in your table with a URL to a circle and mark the type of the field as Image URL. On rendering the URL will be transformed into circles.

There is no milestone type visual in Power BI Desktop. Currently the most effective workaround is using Gantt visual. Please vote ideas below:
