I have 2 matrices in my page. Matrix1 shows the month data based on the slicer selected(for example if i select december it will show december data). And Matrix2 shows YTD numbers. When I select a month slicer it needs to only apply or filter matrix1 and not matrix2. is that possible?

From your description, there are two matrics and one slicer in your report, you want to set the slicer can only filter the Matrix1, right?
If you design the report in Power BI desktop, you can enable Edit Interactions and select the slicer visual, you will find there are filter icon and no impact icons available in those two matrics. On the Matrix2, please enable the no impact icon like below:
