I dont know about report builder but stored procedure as a data source should be possible if it returns a table and using import mode. Pleaes refer to this thread https://community.fabric.microsoft.com/t5/Desktop/How-to-use-a-SQL-Server-Stored-Proc-with-no-parameters-as-a/td-p/1182437

Hi powerbiexpert22 ,
Yes, you can use a stored procedure as a data source in both Power BI Desktop and Paginated Reports. In Power BI Desktop, enter an EXEC statement in the SQL Server connector’s SQL statement box. In Paginated Reports, create a dataset that calls the stored procedure. Note that stored procedures don’t appear as selectable tables in the Navigator and may have limitations when used with DirectQuery.
