My Order Date is not in order. What should I do to format it?
I also tried sort by column, but it is inactive mood.

What you showed in the images cannot possibly be datetime, you have an underscore in the value...
If the dataformat is either numeric or date/datetime, it should sort itself.
If it's text you need to sort it by a different column which means you need to get the "sort by column" functionality to work!

The sort by column usually acts abit strange, usually i have to highlight the column more than once. Try around and see if you can get it out of the inactive mode.
Otherwise you could convert your year/month to numeric,
201901
201902
201903
...
etc
These should order themselves correctly automatically.
