Anonymous selectedvalue will return value when one manager is available otherwise it returns blank, you can change your measure as below:
Measure = IF(ISFILTERED('Table'[Country Name]),
CONCATENATEX ( VALUES ( 'Table'[Manager]), 'Table'[Manager], "," ),
"None")
