slicer to calculate by row - replicating Excel dropdown values

A question in regards to whether Power BI can do the same as can be done in Excel.  Attached in Excel, I have got Sales from different Department and I wanting to forecast sales based on a dropdown value % Increase.  Each department may have different % increase.  Is this possible to replicate in Power BI.  I can do overall department increase just not individual department.

I have made a tutorial on this topic which lets you create a Slider for every category and assign the % increase based on the selected category. Let me know if this helps.
