i have a % diffrence. if it is minus i would like to show it as green and if it is + i would like to show it as Red.

You can achieve the desired effect using conditional formatting in a table or matrix visualization.

If you'd like this effect achieved in a card visualization, I'd suggest using one of the custom card visualizations you can find in the AppSource marketplace.
My personal favorite is Cards with States by OkViz.
