semantic model using power bi service
can we create semantic model in power bi service ( not power bi desktop) . if yes then will it have same capability like we do in power bi desktop?
The answer is yes you can
The limitations from the cloud are less and less and everything will be one day possible on cloud
I do not have a specific deadline for that though but I am sure it is on the roadmap

Answer :
Yes — you can create a semantic model in the Power BI Service (web) without Power BI Desktop. You can build models, define relationships, and create measures directly in the browser.
Power BI Service: Lets you create and edit semantic models online.
Power BI Desktop: Still has more advanced modeling features and is often better for complex models.Official Microsoft Links
