I have 5 columns in PowerBI: impact score(numerical column), likelihood score(numerical column),product (text column), batch (text column) & sector name (text column). The scores are assigned at a product level. Product comes under batch and Batch comes under sector name. I want to create a scatter chart in powerBI where I want to display likelihood vs impact score. Initially the numerical columns should be averaged on a batch level, then they should be averaged on a sector level. So that initially we see in the scatter chart only scores for sectors, however we should be able to drill down a particular sector down to batch level

in my data I shown data for city and state .. to show the relashionship between flight delay time and distance .. so its working as drill down
so in your example you have to take batch level,a sector level filed induvduially in the scatter plot to show the compare bbetweeen likelihood vs impact score.
Please provide sample data (with sensitive information removed) that covers your issue or question completely, in a usable format (not as a screenshot). Leave out anything not related to the issue.
