row level security not apply when assign work space to other

Hi

I have already created some row level security as follow

but now I was trying to assing my project to this user like this

but at that time Row level srecurity was not apply , only apply when I share this project through Content pack or using Apps, 

I want to clarify this one

I test the scenario as yours, after I add the user as member of Row Level Security role and add the user as a member of App workspaces with granting him read-only permission, the user can only view the data of his own in the report. We don't need to create content pack or publish apps again.

In your scenario, do you publish the Power BI Desktop file to the same App workspaces where you add the user as member?
