Thanks - the "CALCULATE([Average%], ALL( Force ) ) measure does work, but it seems v odd that I have to split such a simple model up to get this.
I can't see why none of my attempts work - do you know where there's an explanation of what's going on to (i.e. why the area 'Scotland' is excluded in my calculations despite the fact Scotland is selected as both a country and an area)?
@mpcarpenter , One way is switch off edit interactions
https://docs.microsoft.com/en-us/power-bi/service-reports-visual-interactions
Second is to use all in the formula
calculate([Measure],All(Dim1))
