1. what is meaning of background refresh in terms of power bi? is it report refresh?
2. can we configure to use specific amount of capacity for background refresh?
3. can semantic model handle more than 100GB data in case of F64 fabric capacity?
4. is there a way to setup incremental refresh based on id or any other parameter other than dates?

1. Not exactly sure what you are referrring to, but it could be this: https://learn.microsoft.com/en-us/power-bi/guidance/power-query-background-refresh
Or could mean the refresh of the semantic model (report data)
2. No, I'm pretty sure there is not.
3. The max model size is 25GB for F64. This is not the same as 25 GB source data size, since the data is compressed (assuming you are using import mode)
4. Incremental refresh requires a RangeStart and RangeEnd date. https://learn.microsoft.com/en-us/power-bi/connect-data/incremental-refresh-overview

is there any proof of not reserving capacity for back ground refresh from microsoft official documentation?
@powerbiexpert22 , I want to amend my answer for #2 and provide some additional info that I just learned thanks to your question. There is no way to set a specific amount of capacity for model refresh, however there is a way to limit the max memory used by semantic models in a capacity. Hi, all refresh operations consume background capacity, you can check and validate that from "Fabric Capacity Metrics" report.
