Explanation

1. Filter Logic Difference:
   • When you select >=4, Power BI includes values equal to 4 and higher.
   • If your data does not have a clear boundary or if there is some rounding issue, the visual might start from the next available value (in this case, 5).
2. Data Rounding or Formatting:
   • If the data is rounded (e.g., decimals rounded to whole numbers), it might exclude 4 because it doesn't exactly match the condition.
   • Alternatively, there could be hidden decimals or formatting issues affecting the filtering logic.

3. Filter Logic for >3:

    

   • Selecting >3 might work correctly because it is straightforward, including all values greater than 3.

If that doesn't resolve it, try recreating the visualization from scratch, or try downloading the latest version of Power BI Desktop, which often resolves some unexpected situations.
