Some or our PRO users with Build permissions on a dataset are not able to see the menu option to 'Save a Copy' of a report. This is in the new Workspace (we converted it). They are 'Viewers', and have reshare permissions and Build, but the only option they can see is 'View Related'.

It's normal, a viewer role has only read-access permission so the user with viewser role couldn't make a copy. You can also refer to doc: https://powerbi.microsoft.com/en-us/blog/announcing-the-new-viewer-role-for-power-bi-workspaces/

@v-yuta-msft Thanks Jimmy, but I found the solution by publishing to an App.
In Apps, the build permission does allow users with Viewer role to copy reports to other workspaces.
