problem with row roles

I'm new and tried to create roles with filters in Power BI Desktop, then tried to assign users to roles in dasecurury of the dataset in power bi web as this article says

Row-level security (RLS) with Power BI - Power BI | Microsoft Docs

but it gives me this wording "Row-level security has been moved to Power BI Desktop". I don't know how to assign users to the role at this point. what am I doing wrong?

Hi, @Chris73 

Don't worry about that. That means you can create rules in the desktop and create role members in the service after publishing to the service.
