power bi desktop refresh, admin interval vs actual rate

Can not find explaination reference anywhere as to 'Admin interval'.  From the screenshot below we see 'Admin interval' is auto set to 1 second.  What is going on here?

In the paragraph 'Fixed interval setup', the document has mentioned the description of detailed information.

When selecting Auto page refresh as the refresh type, you need to provide the desired refresh interval. The default value is 30 minutes. (The minimum refresh interval is one second.) Your report will begin refreshing at the interval you set.

When clicking on show details Power BI will provide further information on:

  • If the feature is enabled by your admin (only when logged into your Power BI account)
  • The minimum interval allowed by your admin (only when logged into your Power BI account)
  • Actual rate of refresh (usually longer than your selected interval)
  • Last refresh time

For the 'admin interval' you mentioned, it means the 'The minimum interval allowed by your admin (only when logged into your Power BI account)' and it does not affect the actual refresh interval of this feature.

Please can you explain how this affects dashboards published in the Power BI service? Will th specific page refresh at the frequency set by the developer when the dashboard was designed despite the Embedded Actual Refresh rate showing differently in the pbix file?
