i search about power bi licence .. i read this on interent

i have power bi free desktop version .. when i create dashboard and click on publish then dashboard is published on cloud and from that when i click on "publish to web " option then there is link which is created.. i send this link only respective persons.. so how this link is publicly available and anyone one the internet can easily access..

It means that anyone who gets their hands on the link will be able to view the report without any form of authentication. Meaning, they will not have to use login credentials to view the report.
So you might not have shared it with everyone, but maybe by mistake someone who shouldn't, got access. It's a precaution warning.

When you use Publish to web, anyone on the Internet can view your published report or visual. This requires no authentication and includes viewing detail level data your reports aggregate. @Bakhtawar the Publish to Web feature does not support authentication, you will need to use another method to share your reports and enforce authentocation like when sharing with others in your organization they'll all have to have a Pro license to login and view the report.
