Hi @IHam
This issue has been reported internally (ICM number:273085537). According to the latest update, the developer team has found the root cause of this issue. You could get news about this issue from Power Automate visual not loading - Microsoft Power BI Community
Based on my test, Power Automate visual is loaded well in Power BI Service. So you could edit it in Power BI Service currently. This is a temporary workaround for this issue.

As per suggested, a new flow can be created on the Power Automate Services website.
However, without the Visuals in PowerBI, I'm not able to Apply the flow
therefore I don't get the button to click on.
Please help.
I think I figured it out.
Previously I went to Power Automate to edit the flow and couldn't see how to apply the flow.
The correct way to apply the flow is to open the report in Power BI services website
to edit the report, the visuals for flow will appear correctly there
and the Apply button will be available.

Hi @monkeybi
This issue has been fixed in Power BI Desktop in newer versions. Have you updated the Power BI Desktop application?

Thanks for tip.
I'm still on Version: 2.99.621.0 64-bit (November 2021).
