postgresql on azure connection time out

I cannot connect using my local machine but I can using the VM once again. I can get the tables using odbc but this is not what I need for the future of this report and dataset.

Again this seems odd because the VM works using the built in postgres on azure connector (the blue one). I can't see why I would need third party tools and gateways on a local machine and nothing on the VM.
