I have created a Power BI report with both dataset and front-end visuals. After publishing the report, I can see all the workspace members have access both the report and the dataset. However, when a member try to download the report via Power BI Service- File - download this file option, he doesn't find Data view in the report, which means he only has front-end visuals in the download file.
He needs to have a Power BI file with both dataset and relationship view to build his own report. Please help.

Which connection mode does your report use? Reports in Direct Query connection mode and Live Connection mode do not contain data panes, and data is stored in the data source. You need to reconfigure the data source permissions in the downloaded file and change to import mode.
