How do I do change a measure to get the percent change from PF life to PF life 2020, I have the actual variance but want the formula to be percent change. any help would be appreciated!

Create a measure like below, and format it as percentage
percent change =
VAR _var =
SUM ( 'Table'[PF Life 2020] ) - SUM ( 'Table'[PF Life] )
RETURN
DIVIDE ( _var, SUM ( 'Table'[PF Life] ) )
