Try these steps.

Please see attached file as well

First a calculated table which will be used as slicer

Months =
VALUES ( YourTable[MonthNum] )

Now a MEASURE to be used as VISUAL filter

FilterMeasure =
IF (
    SELECTEDVALUE ( YourTable[MonthNum] ) <= SELECTEDVALUE ( Months[MonthNum] ),
    1
)
