Dears,
I want to build an interactive custom map for a specific location in an offline environment on a power bi report server.
I tried to use ARCHGIS to build a custom map and everything worked smoothly until I faced that the ARCHGIS plug-in does not support the offline environment.
Please I want a solution. It is really important.

It's a known limitation.
ArcGIS for Power BI requires internet access, it does not operate in a disconnected environment.
Please check this official ARCGIS document.

As a workaround, you can try using shape map and json file to do a heatmap.
You can also try Synoptic Panel to show geographic maps.
Display data on customized maps in #powerbi (also offline) leveraging SVG format
