move Source applied step within Edit Query

I am trying to replicate what a colleague did but they are no longer available. 

 

I am making a call to a Web API but want to execute a few steps before Source is executed.  They were able to get the Source step to step 4 (see below) but I cannot move it from step 1.  When I right click Move Up or Move down it is greyed out.  Basically, I want to set the envirnoment of the path (dev, prod, etc) and add parameters to the API call (dates) before the Source step is called.

 

Here is an example of what they did.  I cannot figure out how to replicate.  What am I missing?
