In PBI desktop, I can find the export data button in "..."
PBI Desktop
But when I publish the matrix to worksapce, it missed the "..." button. Do you know why?

@pang22 , It might be visible in viewer mode. You can see that in edit mode only. You have the option to edit the service report too.

When you design a report in Power BI Desktop, turn on the following options, then these buttons will not be visible:
In Power BI Service:
When I turned off these options and republished to Power BI Service was able to properly see in the reading views... Function:
