Try measure as:
Measure = IF( MAX(Facttable[FreezeDate])>=ALLSELECTED('Second Dimension'[Freeze Comparison Snaphot]) && MAX(Facttable[FreezeDate])<=ALLSELECTED('First Dimension'[Freeze date SnapShot]), 1, 0 )Here is the output:
