matrix table with calculation group

I need to create a matrix table as below:

But in Power BI the year total is blank. I guess by default, Power BI needs to summarize amounts across Row Group (actual, budget, act/budget%) first before it sums up amount across Year Quarter. But I have disabled column subtotals per Row Group.
