I have a matrix visual and two values in it: Reduced Hours (Y/N) & HTS Category. I have the maxtirx with the respective week in it. Is there a way I can show on every week the reduced hours but then only show the HTS category for the last week (in this case week of 11/27/2023).

Use a Table visual rather than a Matrix visual. Add your measures as columns.
