matrix data not showing data

Hi team 🙂

I have a Matrix that when I filter for a month, it shows me the users that didnt have any participation on that month (measuring assistant), but when I change it to another month I cant see those participants.

 Pictures describe it better. First picture is February and second March.

 How can I make to the second picture to show information if they didnt have attendance??
