If there is one color in the chart, I think the chart Title already tell us the meaning of the color. See:
Besides, chart legend will display when the Legend property contain a field or Values have more than one field. See:

You should add your desired column in the legends field to see the legends in the chart.

my legend is a calculated measure, so it can be added to the 'legend' section 😞

Sorry but You can not use measures as legends as they are aggregated values as oppose to the columns or calculated columns. You can try creating a calculated column and can achieve the desired result.
i'm afraid i wasn't clear.
i just want power bi to show the meaning of the columns' color.
when there is only one (non clustered) it doesn't show, and if there are two it's do show.
