unfortunately the tab that chart is there are other graphics not having much room for filters, the goal is to use the maximized graphics, the new graphical objects to be displayed also with maximized graphic work but to maximize the graphic all other tab objects they are not displayed.

I agree with Sean. We are not able to keep chart legend static when we filter the chart data, as legend is also a part of chart values. In your scenario, you might need to rearrange those visuals in this page then add a slicer, or you can add the slier on the top of page to display pie chart legend value if you prefer.
