Hi,
is there anyway to use the themes to have the slicer to always be a dropdown, and turn off slicer header.

Yes this can be done, however I only know how to turn off the slicer header at the moment.

You can go to the options and turn off the headers on visuals for the online service, so when you publish the users will not have headsers visible and in the slicers cannot change them:
Be aware that in the desktop version this will still be visible.
