is it possible?

i am very new to Power BI-- is it possible to create this-- it is broken down by districts, current month and year, YTD for current year, same month previous year, and avg for previous year--

    Use a Cluster Column Chart manuallying adding your own Measures under Values (ignoreing Legend).  Change your colors as needed, and you can Center the "Legend" and Title under formatting.
