initialize values that are not on the field

Hello, i've a field that has all the departments that i've data on my prodution table (but doesnt have all the departments because no all of the departments have data). but i'm using a bulletchart ...

    HI,@jppuam

       You can right click on the field departments and select Show items with no data

     

    Result:

    After
