There are also other methods for your reference.

1. Use Publish to web feature to generate link of the report, then send the link via email to other users.
2. Export Power BI report to PPT, then send the PPT to your users.

Typically, you're going to want to look into a Power BI Embedded deployment for sharing your live reports to those external to your organization. This has additional capacity-based licensing costs. You can also use sharing with B2B, but in that case, they'll need to have Power BI Pro licensing.
