I'd like to suggest you add type convert part in you filter condition to apply 'between' filter effect on text:
#"Filtered Rows" = Table.SelectRows(#"Changed Type", each Date.From([Date]) > Date.From("03/31/2018") and Date.From([Date]) < Date.From("04/1/2019"))

Hi tangutoori,
Your submission date should be Date Type and you can apply format function to use your submission date in the DAX Expressions.
Example,
Format(Submission_Date,"dd/mm/yyyy") > '31/03/2018'
