How to hide highlighted column values when they are coming from a measure for delta category but not budget and LE categories?

You can't hide that from visual. Instead, you could return blank() for the Delta category.
Try something like this
IF(SELECTEDVALUE('Table'[Category])="Delta",BLANK(),[Gross Revenue Unit])

@Anonymous I agree with @nandukrishnavs that there is no direct way to hide the column directly, one way is to return blank() as suggested by @nandukrishnavs but there are other ways with disconnected table but not a very elegant way though.
