    HI, Anonymous 

    Just try this formula:

    KPI_UTIL 2 = IF(ISBLANK(AVERAGE(AGTPRF_FCT_PERFORMANCE[UTILIZATION_PERCNT]))=FALSE(), UNICHAR(11044))

    Result:
