I have 2 maps in one graph, but need to use different slicers. One map is ArcGIS, which I don't need the slicer. another map is Synoptic panel by OKViz which needs slicer. How can I do with that?

As Greg_Deckler suggested, you can disable/enable the interaction between slicer and visuals by "Edit Interaction" button. Here is a document for your reference: Visualization interactions in a Power BI report

It seems to me that Esri map always zoom out whenever there is a click on the slicer anywhere. Is there a way for me to restrict the zoom out for Esri on the visual? thanks.

Do you mean you want to use the slicer just to filter data points on Esri map, but don't want it to zoom out? If so, I'm afraid it is not achievable, as it is a default behavior.

Hi, thank you for your reply. If that is default for esri to zoom out everytime when slicer filters, is there any other way for me to create a zip code map on PBI? so that only filters will change the data, but not zoom out?
Click your slicer. Go to Format| Edit Iteractions under Visual Tools heading.
